The primary mission of the Noyo Harbor District is to ensure that the Noyo Harbor District is a viable operational and financial entity, providing boating and marine related opportunities for the public.
The purpose of the Special District Analysis is to identify opportunities and constraints related to the operations of the Noyo Harbor District and provide recommendations for the NHD based on these opportunities and constraints. The analysis concentrates on the working waterfront, economic development, governance, enforcement, and dredging.

Several other harbors were interviewed to gather information on existing conditions and best practices to help inform recommendations for the Noyo Harbor District including Crescent City Harbor District, Santa Cruz Port District, San Mateo County Harbor District, and Monterey Harbor and Marina.
